Context
The challenge
Traditional vehicle license disc renewal and registration in Lesotho requires citizens to physically visit licensing offices, endure long queues, and complete repetitive paperwork—causing inefficiency, lost productivity, and poor service experiences. Manual systems struggle with high transaction volumes, inconsistent record management, limited fee transparency, and delayed processing visibility. Citizens needed a secure online channel to verify identity, view vehicles due for renewal, receive transparent quotations, and complete payments digitally with optional document delivery—while government authorities required reliable integration with cashier systems, payment gateways, and citizen verification services.
How we worked
Our approach
We delivered Serumula Autohub as an end-to-end paperless licensing platform with a guided multi-step workflow: National ID & Traffic Register Number validation, OTP-based challenge-response verification, vehicle selection, real-time quotation, delivery preference, and secure payment. The platform abstracts complex regulatory orchestration behind clean APIs and a mobile-first UI, integrating the Lesotho Cashier (X4009/X4010) APIs, identity verification, and multiple payment gateways into a single citizen experience.

The solution
Built on a scalable React + TypeScript frontend with resilient JWT authentication, automatic session expiry handling, and Bearer token management. The multi-vehicle quotation engine integrates with the X4009 cashier API to dynamically calculate license fees, transaction costs, convenience charges, courier fees, and outstanding offences with real-time recalculation. Payment orchestration over the X4010 APIs supports M-Pesa, EcoCash, and EFT with renewal reference generation and optional courier delivery to district collection points. Multi-channel OTP delivery (WhatsApp, Email, SMS) with 5-minute expiry, resend cooldown, and challenge-based sessions secures sensitive operations. SessionStorage/LocalStorage persistence, request deduplication, debounced validation, and stale-response prevention keep workflows safe across refreshes and concurrent renewals.
